Claiming STCs for upgraded small generation units
In November 2023, the Clean Energy Regulator updated the policy regarding upgrading solar photovoltaic (PV) small generation units over the threshold eligible for claims under the Small-scale Renewable Energy Scheme (SRES).
A solar PV small generation unit has the capacity to generate electricity 100 kW or less. This makes them eligible to claim small-scale technology certificates (STCs). If you expand your system to over 100 kW, it will need to be registered as a power station, and may then be eligible to claim large-scale generation certificates.
You must make sure that all claims for STCs are 100 kW or under at the time of submission. Once claimed, you may then upgrade your system to a power station. Any STC claims made after a small generation unit is upgraded to a power station will be failed.
We will require supporting evidence to show the small generation unit was eligible for STCs when they were created.
You will not be able to re-create STCs if we fail your claim once your system is over 100kW. This is because your system no longer meets the definition of a small generation unit when the recreation is entered into the REC Registry.
The Clean Energy Regulator may ask you to surrender any ineligible certificates. Other compliance action may also be taken.
