Solar panel serial number ledger goes live
The Clean Energy Regulator (the agency) has launched its new solar panel serial number ledger (ledger) capability to strengthen the integrity of the Small-scale Renewable Energy Scheme (SRES) and the solar industry.
The ledger is now being populated with solar panel serial number data from Australian manufacturers and importers/responsible suppliers with solar panels on the Clean Energy Council's (CEC's) approved PV module list.
Once populated with sufficient solar panel serial number data, the ledger will be used by the agency to assess eligibility of small-scale technology certificate (STC) claims by cross-referencing serial numbers in STC claims against serial numbers in the ledger. The agency expects to commence using its ledger by mid-November 2021, if not earlier.
I’m an agent, what does the ledger mean for STC claims?
The ledger enables the agency to check solar panel serial numbers in STC claims that don’t use solar panel validation (SPV). This will result in fewer requests for manual verification of solar panels used in installations where SPV has not been used with STC claims.
Agents should take additional steps to ensure solar panel serial numbers in STC claims are entered correctly. Serial numbers in STC claims that are unable to be cross-referenced with serial numbers in the ledger may result in agents being requested to provide additional information to us which will increase the time it takes to process STC claims.
Solar panel serial number data not provided to the agency's ledger may result in the removal of a manufacturer's solar panel product from the CEC's approved PV module list. It may also result in processing delays or an inability for the agency to assess STC claims, including the potential for the agency to fail an STC claim.
