The Small-scale Renewable Energy Scheme creates a financial incentive for individuals and businesses to install eligible small-scale renewable energy systems such as solar panel systems, small-scale wind systems, small-scale hydro systems, solar water heaters and air source heat pumps.

The Federal Labor Party Government has announced the Cheaper Home Batteries Program during the lead up to the Federal Election held 3rd May 2025. Now they have won the election for the second term it is now expected the program will commence 1st July 2025. Whilst there is little detail about the scheme, here is what we know so far.

Peak Reduction Certificates (PRCs)

The Peak Demand Reduction Scheme (PDRS) is a NSW-based energy demand reduction scheme. From 1 November 2024 the Store and Shift method will commence for Battery Energy Storage Systems (BESS). The PDRS was established to reduce peak electricity demand and pressure on the electricity network in NSW.

New photo requirements commence 1 March 2026

The Clean Energy Regulator (CEC) are introducing additional critical photo requirements from 1 March 2026 to improve safety and compliance for solar battery installations under the Small-scale Renewable Energy Scheme (SRES).

This is in response to the results of recent on-site inspections highlighting that non-compliant labelling is the most common reason for solar battery installations to not meet Australian standards and state and territory requirements.

These photos will complement existing mandatory on-site verification photos.

From 1 March 2026 you'll need to:

  • continue to ensure all claims meet Australian standards to be eligible for STCs
  • collect all required documentation including the new critical labelling photos from installers prior to submitting claims – see our Solar battery inspections checklist for information about the critical labels assessed during a solar battery inspection
  • perform checks on the new critical labelling photos to confirm they're compliant with the Australian standards and new photo requirements
  • submit each battery claim in a separate email and include the accreditation code (BTY number) in the subject of the email – emails with multiple claims won't be accepted
  • provide original photo files of new critical labelling photos, not PDFs or embedded images
  • maintain good record keeping practices including maintaining documentation and records for five years following submission of a claim.

We'll use sophisticated Artificial Intelligence as part of our comprehensive assessment process to ensure that all claims meet the new photo requirements.

Failure to provide the required photos will result in delayed or rejected small-scale technology certificate claim processing.

This means we need to provide to the regulator photos for all the labelling for every job submitted. Please ensure all labelling is correct and all photos are captured, clear and legible. There is a section to capture photos for each of the critical labelling requirements in FormBay.
