The Federal Labor Party Government has announced the Cheaper Home Batteries Program during the lead up to the Federal Election held 3rd May 2025. Now they have won the election for the second term it is now expected the program will commence 1st July 2025. Whilst there is little detail about the scheme, here is what we know so far.

Peak Reduction Certificates (PRCs)

The Peak Demand Reduction Scheme (PDRS) is a NSW-based energy demand reduction scheme. From 1 November 2024 the Store and Shift method will commence for Battery Energy Storage Systems (BESS). The PDRS was established to reduce peak electricity demand and pressure on the electricity network in NSW.

Updated 11/01/2026: DCCEEW STC purchase shortfall

The DCCEEW stated ‘We aim to make purchases in a manner which minimises market impacts'.  Unfortunately this has not occured with the shortfall of STC purchases for battery STCs now exceeding 10 million certificates (> $400 million) putting tremendous strain on cashflow for businesses involved in the Cheaper Home Battery Scheme.

As at 11/01/2026:

  • 44,438,543 Battery STCs created
  • 37,077,003 Battery STCs approved by the CER
  • 26,821,639 Battery STCs purchased by the DCCEEW
  • = shortfall of purchases by DCCEEW of 10,255,364 STCs = $410,214,560
